Elisa is a digital financial inclusion specialist. She currently is a policy advisor to UNCDF, where she provides regulatory recommendations to Central Banks in Francophone Africa to expand the reach of mobile money to the poorest.

Previously she was with the Bill & Melinda Gates Foundation where she was leading the foundation’s financial inclusion strategy in Indonesia; and the World Bank where she managed microfinance funders surveys such as the Equity Valuation Survey, and the Environmental, Social and Governance Awards.

Elisa holds a Master’s degree in International Relations from Paris Dauphine University and American University in Washington, DC; and a Master’s degree in Geopolitics from La Sorbonne and Ecole Normale Supérieure.
